VOICE connects citizens with registered professional lobbyists through a straightforward crowdfunding model. No experience required. No minimum contribution. No political affiliation.
From citizen to represented in three steps.
01
Browse or propose a campaign
Start by browsing active campaigns across every major policy area — healthcare, labor, aviation, pharma, finance, and more. If your issue isn't listed, you can propose it. Any federal or state policy issue that affects real people is eligible. A small contribution is required to submit a campaign — this keeps proposals serious and deters spam. The community then reviews and votes on whether the campaign should advance to the funding stage.
💡You don't need to propose a campaign to participate. Most users simply browse and contribute to campaigns that already exist. You can contribute as little as $10.
02
Pool resources with others
Contribute to campaigns you care about. Every campaign has a dollar threshold — typically $60,000, equivalent to a six-month lobbying retainer at $10,000 per month. Contributions from all participants are pooled together. Your funds are held in escrow and not released until the threshold is reached. If the campaign doesn't hit its goal within 90 days, your full contribution is automatically returned. No questions, no fees, no forms to fill out.
🔒Funds are held in escrow by Stripe, a regulated payment processor. Neither VOICE nor the lobbyist can access your contribution until the funding threshold is met and a lobbyist engagement is confirmed.
03
A registered lobbyist goes to work
Once a campaign reaches its funding threshold, VOICE engages a registered professional lobbyist from our network. These are the same caliber of firms that represent major corporate clients — with active relationships in congressional offices, federal agencies, and regulatory bodies. The lobbyist works the issue for six months, filing required federal disclosures monthly. Funds are released in monthly tranches tied to verified activity. Contributors receive regular plain-language updates on what the lobbyist is doing and why.
📋All lobbyists in the VOICE network are registered under the Lobbying Disclosure Act and file quarterly reports with the Senate and House. Those reports are public — you can verify your lobbyist's activity independently.
What You Get
Everything a corporation gets. For a fraction of the cost.
🏛️
Congressional access
Your lobbyist knows which staffers control the calendar, which subcommittees have jurisdiction, and how to get a meeting. That institutional knowledge is what you're funding.
📞
Agency relationships
Most policy is made at the agency level, not in legislation. Your lobbyist has relationships inside the FDA, FTC, FAA, and dozens of other agencies where regulations are actually written.
📊
Strategic intelligence
A lobbyist knows when a bill is genuinely moving versus stalled, which amendments are realistic, and how to time pressure for maximum effect. That ecosystem fluency is unavailable elsewhere.
📝
Monthly reports
Every month, your lobbyist files a plain-language activity report accessible to all contributors. No black box. You see exactly what they did and what's next.
🗳️
Contributor governance
Contributors vote on campaign extensions and lobbyist replacement. If your lobbyist goes dark or underperforms, contributors can vote to remove them. Requires a two-thirds majority.
💰
Full refund protection
If a campaign doesn't reach its threshold within 90 days, contributions are automatically returned minus Stripe's payment processing fee (2.9% + $0.30). VOICE retains no platform fee on unfunded campaigns. No forms, no requests, no waiting.

Common Questions
Everything you need to know.
If a campaign doesn't reach its funding threshold within 90 days, contributions are automatically returned to your original payment method minus Stripe's payment processing fee (2.9% + $0.30 per transaction). VOICE retains no platform fee on unfunded campaigns. No action is required on your part — the escrow system handles this automatically.
No. VOICE funds professional registered advocacy — not guaranteed results. Legislation fails. Regulations aren't always revised. No lobbying firm, however experienced, can guarantee a legislative or regulatory outcome controlled by elected officials and agency administrators. What VOICE guarantees is a qualified, registered lobbyist actively working your issue through the appropriate channels, filing required disclosures, and reporting to contributors monthly.
VOICE works with established, registered lobbying firms — including full-service shops with practices across major federal issue areas and boutique specialists with deep expertise in specific agencies. All network firms are registered under the Lobbying Disclosure Act. Firm identities are disclosed to verified contributors once a campaign is activated. VOICE's founding team has direct relationships across these firms built over years in the White House, on Capitol Hill, and in federal agency enforcement.
Any federal or state policy issue that is actionable through the lobbying process — meaning there is a specific legislative, regulatory, or enforcement action that professional advocacy can influence. VOICE does not take political positions and does not favor any party or ideology. Campaigns have been proposed across the political spectrum, from immigration reform to pharmaceutical pricing to aviation safety.
Contributions are processed through Stripe, a regulated payment processor, and held in escrow until a campaign reaches its funding threshold. Neither VOICE nor the lobbyist can access campaign funds during the funding period. Once the threshold is met, funds are released to the lobbyist in monthly tranches contingent on verified activity. A lobbyist who goes dark loses access to remaining escrow.
VOICE charges a 10% platform fee on all campaign funding. On a standard $60,000 campaign, VOICE retains $6,000 and the remaining $54,000 goes to the lobbyist. This fee covers platform operations, lobbyist vetting, compliance oversight, and contributor support. There are no additional fees for contributors beyond standard Stripe payment processing.
Yes. If a campaign you proposed fully funds and a lobbyist completes the engagement, you automatically receive 2% of the platform fee as a reward for surfacing an issue the community considered worth funding. On a standard $60,000 campaign that's $120 paid to you automatically upon completion — no claim required. The reward is modest by design: it recognizes your contribution without creating a financial incentive to propose campaigns for personal gain rather than genuine civic purpose.
If a campaign reaches its funding threshold but VOICE is unable to engage a suitable lobbyist, contributions are returned to contributors minus Stripe's payment processing fee. No platform fee is deducted in this scenario. VOICE will notify all contributors with a plain-language explanation. The proposer may revise and resubmit.
If a funded campaign has made real progress but needs more time, VOICE may propose an extension. Contributors are notified by email and have 14 days to cast a simple yes or no vote. A simple majority approves it. Each campaign gets a maximum of one extension. If you don't want to continue, you can request a pro-rata refund of your remaining contribution within 7 days of the vote closing — regardless of the outcome.
No. For purposes of the Lobbying Disclosure Act, the registered client in all VOICE campaigns is VOICE LLC — not individual contributors. Your name, email, and contribution amount are never included in federal lobbying disclosure filings. The disclosures show VOICE LLC as the client, the issue areas being lobbied, and the agencies contacted. Your participation is completely private.
Important Notice
VOICE is a platform that facilitates connections between citizens and registered professional lobbyists. VOICE does not itself engage in lobbying and takes no position on any political issue or campaign. Contributing to a campaign is not a political donation and does not constitute lobbying activity by the contributor. All lobbyists in the VOICE network are registered under the Lobbying Disclosure Act. Campaign contributions are not tax-deductible. VOICE funds professional effort, not guaranteed outcomes.
